Bill Powell is a Member of the Firm and Manager of
the Martinsburg office. His practice focuses on the defense of civil
litigation and white-collar criminal matters.
Mr. Powell joined Jackson Kelly in 1985 and defended clients involved in
personal injury, product liability and commercial litigation matters.
He left the Firm in 1990 to join the United States Department of Justice
as an Assistant United States Attorney for the Southern District of
West Virginia. He served in the criminal division and prosecuted a wide
variety of fraud and violent crime cases. He also coordinated the
Health Care Fraud Task Force. Mr. Powell rejoined Jackson Kelly in 1992
and represented numerous individuals and businesses in personal injury,
medical professional liability, product liability and business
litigation. His criminal work has focused upon the representation of
clients in investigations conducted by government agencies such as the
Department of Justice, Environmental Protection Agency, Internal Revenue
Service, the Federal Bureau of Investigation, MSHA and other agencies.
He also provides advice on internal investigations and compliance
matters.
Mr. Powell is a member of the American Bar Association, Defense
Research Institute, Association of Defense Trial Attorneys, National
Association of Criminal Defense Lawyers and the Defense Trial Counsel of
West Virginia. He is admitted to the West Virginia Bar, the Northern
and Southern Districts of West Virginia, the Fourth Circuit Court of
Appeals and the United States Supreme Court. He is a frequent speaker
and author on civil and criminal matters. Mr. Powell grew up in New York
City and graduated from law school in 1985, where he served on the
Editorial Board of the West Virginia Law Review. Bill is listed
in Woodward/White's The Best Lawyers in America® publication under criminal law.
In addition to volunteering with the Boy Scouts and as an EMT, Mr.
Powell is involved with several local community endeavors, including
Rotary and Chamber of Commerce.
